Seven people were led to safety shortly before midnight on Thursday following a flat fire in Hill Street, Haverfordwest.
The fire was confined to the kitchen of a third floor flat.
Firefighters from Haverfordwest and Milford Haven used two hose reel jets, four sets of breathing apparatus, a thermal imaging camera and a positive pressure ventilation fan to tackle the blaze.
They administered oxygen therapy to one woman at the scene, who was suffering from smoke inhalation.
Police and ambulances were also called to the incident. Fire fighters gave the all clear at 12.39am.
