Work has begun again on the Castle Square and High Street improvements in Haverfordwest.
The next phase of the enhancements include the renewal of the footway from Castle Square to opposite Hill Street.
The current works at the bottom of High Street have caused problems for some businesses on Castle Square, especially when deliveries are being made.
A number of Haverfordwest town councillors expressed concern at a recent meeting about the works and the problems it was causing to businesses.
Deputy mayor, Cherie Harvey, said: "My son works in Woolworths and it can be very dangerous removing the deliveries from the lorries in the metal trollies parked on such an incline. The county council is just not thinking."
Haverfordwest mayor, Councillor Roy Thomas arranged a meeting with county council planners to discuss the issue.
He said: "I had a meeting with the planners and Woolworths and they are looking at possible solutions and I hope it will resolve the problem. I am awaiting feedback and if the issue is not resolved I will seek further meetings."
Manager of Woolworths, Michelle John, said: "We did have concerns about the location of the loading bays but they have been resolved by the council."
The contractors, Evan Pritchard, employed by Pembrokeshire County Council, will also resurface the road at Picton Place, New Bridge and Victoria Place. Further phases will continue into Castle Square and High Street.
