A MAJORITY of councillors refused plans to erect a 45 metre wind turbine at Llanychaer.
The planning application from Abergwaun Community Turbine came before a planning committee on Tuesday, January 7.
It sought permission to site a 250kW wind turbine on land at Trebover Farm, which is approximately 1.5 kilometres to the south east of Fishguard town centre.
The proposed location has extensive views along the Gwaun valley towards Foel Eryr and the Preseli mountains to the south and west, to Dinas Head and the coastline to the north east, and over Fishguard harbour and Strumble Head to the north and west.
The application was recommended for refusal due to its size and location, which would have a significant adverse impact on the character and visual amenity of the area, including the Pembrokeshire Coast National Park and the Fishguard and Lower Town Conservation Area.
The applicant’s agent Marie Stacey addressed the committee. She said: “We need to act now to cut emissions that cause climate change.
“This proposal is an example of a community-driven energy project, and the planning officer’s report doesn’t appreciate its social, economic and environmental benefits."
She suggested that a site visit would be useful.
Objector Nigel Owen said: “This is an ancient landscape which has been protected from development for more than 60 years. Walks in the area are promoted to tourists, who expect rural views, not large turbines.”
He was applauded by members of the public gallery as he returned to his seat.
Councillor Peter Stock said: “I have not come across an application that would have such a visual impact on an area. It would be astronomical.”
Nine councillors voted in favour of the recommendation for refusal, while one abstained.
