The Assembly Government has announced this week that Sir Emyr Jones Parry will chair their commission on a referendum giving Cardiff Bay more powers. I welcome his appointment as he is an eminent and well respected diplomat. I hope that this commission will be as broad as possible and will include people from all backgrounds which reflect the opinions of the whole of Wales.
I have come to the conclusion for some time now that we need a proper balanced federal structure in Britain. It makes no logical sense that we have one model of devolution in Wales, another in Scotland, something different in Northern Ireland and absolutely nothing in England. We must re-balance the constitution in order to protect the integrity and unity of the United Kingdom. This would also answer the West Lothian Question. My view, is therefore clear. The Assembly must have proper legislative powers on a par with Scotland.
